There was no demand for it till now. And the only real difference from writing the module as an own plugin would be that it appears on the modules list.
The idea of community made and shared modules is great of course, but I don’t see it coming reality as the most user make changes/improvements/additions for one particular client and getting paid for it. And then you can’t develop in a way that makes it usable in more situations.
Maybe that will happen with the new way of integrating payment gateways.

If someone really have the intention to write and share something I would love to add hooks to every required function. Or even change relations and split some functions to make them more usable for other developers. But I can’t do that without real examples.
